I would tend to think this is right. By using the “May 5 tender” on him, the Giants established the baseline price of $4.125 million for Golden in 2020. If a team wanted to pay Golden more than that it seems likely they would have done it by now.
Teams have until the first scheduled day of training camp, which is currently July 28, to sign Golden. Otherwise, his rights exclusively belong to the Giants.
