Ross is in charge of the Giants’ college scouting department and the team’s draft. He joined the organization on May 18, 2007 and ran his first organizational draft the next year."

NY Giants drafts have been less effective since Marc Ross came on board, particularly lower road draft picks. Prior to 2008, when Jerry Reese coordinated the scouting, the Giants seemed to routinely find a couple of keepers in the lower rounds of the drafts.
It is likely that since 2008, JR as GM relies on his scouts and director of scouting to find the gems in the lower rounds.
Since 2008 the Giants higher draft picks have been relatively good; higher draft picks are probably the primary area of concern for the GM.
The buck does stop with JR as GM. If the director of scouting is not doing the job, then he must find someone new.
