If the helmet-to-helmet penalties and fines are in the name of safety, why do we limit them to hits to an opponent's head?

During the Chargers-Broncos game on 1/12/14 there were a couple of incidents where Chargers players collided in a helmet to helmet hit. This article has an animation of the most blatant one.

If this had been a Broncos-Chargers collision there would have likely been a flag thrown and a fine coming down this week on one of the players. All in the name of safety. We are protecting the players from head injuries. We've heard several times that intent doesn't matter - the league doesn't care if the player is intentionally going for a headshot. They are protecting the players regardless of intent.

So why aren't we penalizing and fining hits on teammates? They are just as brutal, and just as likely to cause a head injury as a hit from an opponent.
