Yep.
The NFL can’t blackout local fans who don’t receive a certain channel.
It’s the same reason the Jets game on Monday Night also aired on Channel 9. The local audience MUST get the game on broadcast TV.

with a caveat
the game must be sold out first. clearly not a problem with the new york teams, but it sure makes for terrible sundays for lions and jags fans. the league really needs to adjust that rule.
